Geary Higgins was born in Baltimore, Maryland, and lives in Waterford, Virginia. He graduated from Winston Churchill High School in 1971. Higgins earned an undergraduate degree in business administration from Clarion University. His career experience includes working as the vice president of labor relations for the National Electrical Contractors Association in Washington, DC. As of 2023, Higgins owned a consulting business. Higgins was elected to represent the Catoctin District on the Loudoun County Board of Supervisors in November 2011 and re-elected in 2015 and 2019. Higgins also served as the Catoctin representative on the Loudoun County School Board from 2000 to 2004Geary Higgins.
